A foreign contractor, who is encouraged by his Ghanaian counterpart to bid for a road contract in Ghana, does not win that bid.

His Ghanaian friend leads him to see a powerful government official in Ghana.

At that meeting, the foreign contractor tells this powerful government official the work he does. He becomes friends with this powerful official since their first encounter in 2010 and goes on to win contracts.

He is the contractor behind the controversial $650,000 Ghana Embassy Fence Wall project in Burkina Faso in 2012. In 2012, he again wins the contract to construct the 46-kilometre Dodo Pepeso-Nkwanta section of the Eastern Corridor road.

But beyond the friendship, something else changes hands with this powerful government official. This happens in 2012, the year the contractor gets the two contracts.

As you read this, there is a process to award the contractor the 28 kilometreWa-Nandom-Hamile road project on single source procurement (sole sourcing) contract. This contract is worth 82 million cedis.

Who is this powerful government official? What changed hands? And what does that mean? Joy News’ investigative journalist, Manasseh Azure Awuni, has all the answers.

The story breaks on Joy FM 6AM news bulletin on Wednesday, June 15, 2016, followed by a comprehensive coverage on the Super Morning Show, Joy News.
